We need to isolate the dependent variable $c$, we can do that by simultaneously subtracting $15$ from both sides of the equation

$4c+15-15=-9-15$

 

Canceling terms on both sides

$4c=-24$

 

Divide both sides of the equation by $4$

$c=-6$

$c=-6$
